The e-balloting for the 20,000 Bikes Scheme is done and the lists are out. This page gives you every result PDF in one place — successful and waiting lists for electric and petrol bikes, male and female — plus a plain-language guide to reading them, checking your status by CNIC, and clearing the bank verification that actually decides whether you ride home on a new bike.

Files are mirrored exactly as released after the e-balloting ceremony. If a number appears differently on the official portal, the portal record prevails. All results remain subject to the Lahore High Court's final decision.

Step Zero

How to read the ballot PDF and find your name

Each list runs to thousands of rows, so scrolling is hopeless. Search instead — it takes under a minute once you know what the columns mean.

  1. Open with a real PDF reader

    Use Adobe Acrobat, Google Drive's viewer or your browser's built-in reader. WhatsApp's inline preview often fails on files this size (4–7 MB).

  2. Search your CNIC both ways

    Tap the search (magnifying glass) icon and type your 13-digit CNIC without dashes first — e.g. 3520112345671 — then retry with dashes (35201-1234567-1). Different lists were exported with different formatting.

  3. Try your application ID too

    If the CNIC search returns nothing, search the application/tracking ID you received by SMS when you applied. Some rows key on the ID rather than the CNIC.

  4. Read the whole row

    A match shows your serial number, name, father's name, district and institution. Confirm every field matches you — similar CNICs and namesakes exist in a 100,000+ applicant pool.

  5. Note your serial number

    On the waiting list, your serial position is your queue number for replacement slots. On the successful list, BOP references it when calling you for verification.

Official Verification

Check your result by CNIC on the portal

The PDFs are convenient, but the portal is authoritative — it shows your live status, including verification progress after the ballot. Here is the exact walkthrough.

1. Open the right portal

Students go to bikes.punjab.gov.pk; teachers use ptf.punjab.gov.pk. Type the address yourself rather than following links from unknown WhatsApp forwards.

2. Log in with your credentials

Use the CNIC and password you registered with. Forgot the password? Use the reset option — the code goes to the mobile number registered against your CNIC.

3. Open application status

Your dashboard shows the application with a status label: Selected, Waiting List, Not Selected, or Under Verification. This label updates as BOP processes your file — the PDF never does.

4. Confirm the SMS matches

Winners receive an official SMS. Cross-check it against the portal status; any 'congratulations' message that asks for a fee or personal codes is fraud, full stop.

Five Stages

From deadline to delivery: how the ballot actually works

Applications always exceed available bikes, so selection runs through PITB's computerized random draw — designed so that no recommendation, contact or payment can influence the outcome. Understanding the pipeline helps you prepare for the stage that eliminates most winners: post-ballot bank verification.

  1. Portal closes and screening begins

    After the deadline, the portal stops accepting applications. BOP filters out incomplete or ineligible submissions before the draw, so only verified applications enter the pool.

  2. PITB runs the computerized draw

    The Punjab Information Technology Board executes a verified random-selection algorithm inside pre-set quotas for gender, geography and disability — no human hand picks winners.

  3. Results announced

    Selected applicants get an SMS on their registered number and an email; the full ballot list is also published as downloadable PDFs and on the official portal for public verification.

  4. Post-ballot bank verification

    The stage that eliminates the most winners. BOP physically verifies the guarantor's home address, pulls the ECIB credit report, checks the debt-burden ratio and reconfirms enrollment or employment.

  5. Delivery

    Candidates who clear every check sign the agreement, pay the down payment, and collect the bike from an authorized dealer with insurance active.

Phase 1 allocated 19,000 petrol bikes and 8,179 electric bikes. The random draw operates inside reserved quotas so that women, rural districts, persons with disabilities and minorities are fairly represented — note the deliberately large female share of electric bikes.

Not a Rejection

What the waiting list actually means — and your real odds

A waiting-list entry is a reserve position, drawn by the same random process as the successful list. It exists because a meaningful share of winners never complete the process.

Slots open up in three main ways. First, verification failures: BOP's post-ballot checks — the guarantor visit, the ECIB credit report, the debt-burden ratio — knock out a real percentage of successful candidates, and in comparable government financing schemes that attrition has historically run well into double digits. Second, withdrawals: some winners change their mind once they see the down payment and monthly installment in writing, or cannot arrange an eligible co-borrower in time. Third, missed deadlines: agreement signing and the down payment have fixed windows; missing either forfeits the slot.

Every forfeited slot passes to the waiting list in serial order. That is why your serial number matters more than anything else on the page: a low number (roughly the top 10–15% of the list) has a genuinely good chance of being called, while a high number should treat the next phase as the realistic route. Replacement offers arrive by SMS with short response windows — often just a few days — so keep your registered SIM active, your documents scanned and ready, and your co-borrower briefed.

One thing the waiting list is not: negotiable. No office visit, letter or payment moves you up the queue. The order was fixed the moment the draw completed.

The Critical Stage

What BOP checks after the ballot

Selection is provisional until the Bank of Punjab clears you. These five checks decide whether a winning ballot becomes a delivered bike.

  • Guarantor home visit

    A BOP representative visits the guarantor's address. It must match the utility bill and the guarantor must be reachable.

  • ECIB credit report

    Must be completely clean — any defaulted loan or unresolved credit issue is an automatic rejection.

  • Debt-burden ratio

    Total monthly obligations, including the new installment, must stay within 40% of the co-borrower's net income.

  • Status re-check

    BOP reconfirms your enrollment or employment directly with your institution or department.

  • Document authenticity

    Any fake, altered or inconsistent document ends the application permanently.

Practical preparation: warn your guarantor that a bank representative may visit, keep a recent utility bill at the guarantor's address, and make sure your institution's records office can confirm your enrollment quickly when BOP calls. Most verification failures are logistics, not eligibility.

Phase 1 Recap

Timeline: how Phase 1 unfolded

Knowing the rhythm of Phase 1 tells you what to expect from the next round — the sequence repeats almost exactly.

  1. Step 1

    Application window

    The portal accepted student and teacher applications for several weeks. Each submission received a unique application ID by SMS and email — the number you now use to search the ballot PDFs.

  2. Step 2

    Screening & scrutiny

    BOP and the transport department removed duplicates, incomplete forms and clearly ineligible entries (wrong age, non-Punjab domicile, missing CNIC-mobile match) before the draw.

  3. Step 3

    E-balloting ceremony

    PITB executed the computerized draw in a recorded ceremony attended by government observers. Separate draws ran for each quota bucket: e-bike female, e-bike male, petrol female, petrol male.

  4. Step 4

    Lists published

    Successful and waiting lists were released as public PDFs and pushed to the portal. Winners were notified by SMS on their registered numbers.

  5. Step 5

    Verification & delivery

    BOP began contacting successful candidates in batches for document verification, guarantor visits and agreement signing, followed by dealer delivery appointments.

Looking Ahead

Phase 2: what unsuccessful applicants should expect

The scheme was announced as a multi-phase program, and the government has signaled expansion beyond the initial 20,000 bikes. If your name is not on any Phase 1 list, here is the sensible playbook.

  • Your application likely carries forward

    Verified, unselected applications have typically been rolled into the next draw automatically. Confirm the carry-forward announcement on the portal rather than re-applying blindly — duplicate applications can be rejected.

  • Keep your details current

    If your mobile number, institution or address changes before the next draw, update the portal profile. Results and verification calls go to the registered contact details only.

  • Watch for quota adjustments

    Later phases can rebalance quotas — for example a larger e-bike share or expanded district coverage — which changes your odds. Follow official announcements, not social-media speculation.

  • Use the waiting time well

    Line up a strong co-borrower with clean credit and a comfortable debt-burden ratio now. Most post-ballot failures trace back to a guarantor chosen in a hurry.

Fraud warning: nobody can add your name for money

Every result season, scammers circulate WhatsApp messages, fake "final lists" and calls claiming they can insert names into the ballot, move you off the waiting list, or "release" your bike for a processing fee. All of it is false. The draw is a sealed, computerized process run by PITB; the published PDFs and portal statuses are the only outputs, and no official — of any rank — can edit them afterwards.

The scheme never asks for money by phone, never requests your portal password or SMS codes, and charges nothing before the formal agreement stage at the bank. If someone demands payment to secure a result, report the number to the BOP helpline (042-111-333-267) and to the PTA. Verify anything doubtful only on the official portals or the PDFs published above.

How do I check the ballot list?

You have two routes. Fastest: download the relevant PDF from this page (e-bike or petrol bike, male or female, successful or waiting) and search it for your CNIC or application ID. Official: log in to bikes.punjab.gov.pk for students or ptf.punjab.gov.pk for teachers and check your status with your CNIC. Winners are also notified by SMS on the registered mobile number and by email.

I wasn't selected. Do I need to apply again?

Usually not. Unselected but verified applications are typically carried forward into the next balloting phase automatically. Watch the official portal announcements to confirm the carry-forward policy for your round.

Can anyone influence the ballot?

No. The draw is a computerized random selection run by PITB within fixed quotas. No official, politician or 'contact' can add or promote a name — anyone claiming they can, for a fee, is committing fraud.

Why do some ballot winners still not get a bike?

Winning the ballot is conditional. BOP's post-ballot verification — guarantor home visit, ECIB credit check, debt-burden ratio, enrollment reconfirmation and document authenticity — must all pass. A failure at any of these means the bike is not issued.

What is the debt-burden ratio (DBR) check?

BOP checks that the co-borrower's total monthly debt obligations — including the new bike installment — do not exceed 40% of net monthly income. If the guarantor is over-leveraged, the financing is declined even after a winning ballot, so choose a co-borrower with manageable existing debt.

My name is on the waiting list (waiting list ka matlab kya hai?)

Waiting list means you were drawn as a reserve, not rejected. If a successful candidate fails BOP verification, withdraws, or misses the down payment deadline, their slot passes to the waiting list in serial order. Keep your documents ready and your registered mobile number active — replacement offers come by SMS with short deadlines.

The PDF is very large and slow on my phone (mobile par PDF nahi khul rahi)

The lists contain thousands of names, so files run 4–7 MB. Download on Wi-Fi if possible, open with a proper PDF reader (Google Drive PDF viewer or Adobe Acrobat), and use the search icon to find your 13-digit CNIC without dashes first, then with dashes. If it still fails, use the portal's CNIC check instead — it needs far less data.
