This is the detail that trips people. The scheme requires a motorcycle learner's permit specifically — a car-only permit fails verification. If you drive too, take both categories, but the motorcycle box must be ticked.
Pay and collect — often same day
No driving test is required at the learner stage. Pay the fee, get photographed, and most Punjab centres hand over the permit the same day. Keep both the card/printout and a digital photo of it.

Is the learner's permit really enough for the bike scheme?
Yes. The scheme accepts either a full motorcycle driving licence or a learner's driving permit issued by a licensing authority. The permit number is entered in the application form and validated before balloting — no application without one reaches the draw.
Do female applicants need the permit too?
Yes, with no exceptions — the requirement applies identically to men and women, including women choosing scooties or e-bikes. Licensing centres routinely serve female applicants, and larger cities operate women-only counters.
I have a car licence. Does that count?
No. The requirement is specifically for motorcycles. A car licence, however valid, does not satisfy it — add the motorcycle category with a learner's permit before applying.
