Apply to both. CM Punjab is your primary bet (bigger structural subsidy, student quotas); PAVE is the free second ticket.
Outside Punjab (Sindh, KP, Balochistan, AJK, GB)
PAVE is your scheme — CM Punjab requires Punjab domicile except the narrow five-city e-bike exception for students.

What is the difference between PM PAVE and the CM Punjab e-bike scheme?
They are two entirely separate programs. PM PAVE is federal — run from pave.gov.pk under the Ministry of Industries & Production, covering all of Pakistan with a PKR 9 billion budget, up to PKR 80,000 subsidy per bike, and a vehicle mix that includes rickshaws and loaders. The CM Punjab scheme is provincial — Punjab only, financed by the Bank of Punjab, with the government paying the full loan markup plus PKR 20,000 of the down payment, focused on students, teachers and BPS 1–16 employees.
Can I apply to both schemes at the same time?
Yes. They have separate portals, separate budgets, separate ballots and separate eligibility checks. If you meet both sets of criteria, submitting both applications is expressly permitted, and selection in one does not automatically disqualify you from the other — though receiving a vehicle from one may affect the other's vehicle-ownership rules, so declare honestly.
Which scheme is better for a student in Punjab?
For most Punjab students, the CM Punjab scheme is the stronger offer: the full markup is paid for you, PKR 20,000 of the down payment is covered, and the student category has large reserved quotas. PM PAVE's flat subsidy (up to PKR 80,000) can be attractive for higher-priced e-bikes, and it's the only option for applicants outside Punjab. Best strategy where eligible: apply to both and take whichever selects you first.
Does PM PAVE cover petrol bikes too?
No — PAVE (Pakistan Accelerated Vehicle Electrification) is an electrification program, so its subsidies target electric vehicles: e-bikes, e-rickshaws and e-loaders. Petrol bikes are only available under the CM Punjab scheme's student track.
I received a bike under PM PAVE. Can I still get one from CM Punjab?
Treat the answer as no. The CM Punjab scheme disqualifies applicants who already own a registered vehicle or received one under a previous government program, and the vehicle registry check will surface a PAVE bike registered in your name. Apply to both before winning either — not after.
