The PAVE subsidy is PKR 80,000 off the purchase price directly. If you can only pick one, PAVE's PKR 80,000 direct subsidy has a higher immediate face value, but the CM Punjab zero-interest benefit can be more valuable for those who need to spread payments.

Can a Punjab resident apply for both PAVE and CM Punjab schemes?

They are separate programs with separate portals and quota. A Punjab resident can technically be eligible for both, but the schemes have different approved model lists and different financing structures. Read both sets of current terms carefully — and apply to both if the bikes you want appear on both approved lists.

Which scheme is open right now?

PAVE Phase 2 runs continuously first-come, first-served at pave.gov.pk until the fiscal-year quota is filled. CM Punjab scheme windows open and close periodically — check bikes.punjab.gov.pk for the current status. Teacher scheme applications go through ptf.punjab.gov.pk.

I live outside Punjab — can I only use PAVE?

Yes. If you are not a Punjab resident, the CM Punjab scheme is not available to you (it is a provincial program). PAVE is a federal program open to all Pakistani citizens aged 18–65. Other provinces are developing their own schemes — check your provincial government's official channels for current programs.
