PAVE — Pakistan's Rs 80,000 electric bike subsidy program explained

PAVE stands for Pakistan Accelerated Vehicle Electrification. It is the federal government's implementation mechanism for the National Electric Vehicle (NEV) Policy 2025–30, administered by the Engineering Development Board (EDB) under the Ministry of Industries and Production.

PAVE provides Rs 80,000 off the purchase price of an approved electric motorcycle/bike. This subsidy is paid directly to the manufacturer or dealer — the buyer pays only the remaining price. Government employees (BPS 1–16) benefit additionally from a minimum down payment of just Rs 10,000.

PAVE is a federal (nationwide) program providing a Rs 80,000 price subsidy on approved bikes, operating through a first-come, first-served queue at pave.gov.pk. The CM Punjab scheme is a provincial program that adds zero-interest installment financing — the government pays the entire bank markup on top of the Rs 20,000 down-payment contribution. They can be complementary but are separate schemes with separate portals and eligibility.

The Economic Coordination Committee approved PAVE Phase 2 on May 5, 2026. The key change: computerized balloting was replaced with a first-come, first-served system. Applications are processed in timestamp order — the earliest valid application in the queue gets priority. There is no fixed closing date; the window closes when the fiscal year quota is exhausted.

Pakistani citizens aged 18–65 with a valid motorcycle driving licence or learner's permit. Priority is given to women, students, widows, and low-income families. Government employees in BPS 1–16 qualify for a special variant with a Rs 10,000 minimum down payment and salary-deduction installments.

Only EDB-certified electric motorcycles and bikes on the approved list qualify. You cannot apply the subsidy to a bike not on the list. The approved model list is published on pave.gov.pk and updated periodically as new manufacturers receive EDB certification.
