Federal E-Bike Program
PAVE — Pakistan's Rs 80,000 electric bike subsidy program explained
PAVE (Pakistan Accelerated Vehicle Electrification) is the federal government's nationwide program to make electric bikes affordable. It pays Rs 80,000 directly off the price of an approved e-bike. Phase 2, approved May 2026, runs on first-come, first-served — the ballot is gone.
Program Basics
What is PAVE and who runs it?
PAVE — Pakistan Accelerated Vehicle Electrificationis the federal subsidy program created under Pakistan's National Electric Vehicle (NEV) Policy 2025–30. It is administered by the Engineering Development Board (EDB), a body under the Ministry of Industries and Production.
The core offer: the government pays Rs 80,000 off the price of any EDB-approved electric motorcycle/bike when a qualifying buyer purchases it. The subsidy goes to the manufacturer or dealership — you simply pay Rs 80,000 less than the sticker price.
For FY2025–26, the program targets 116,053 electric bikes and 3,171 electric rickshaws/loaders, backed by Rs 9 billion in total EV subsidy budget. 25% of the budget is reserved specifically for women.

Common Questions
PAVE program FAQs
What does PAVE stand for?
PAVE stands for Pakistan Accelerated Vehicle Electrification. It is the federal government's implementation mechanism for the National Electric Vehicle (NEV) Policy 2025–30, administered by the Engineering Development Board (EDB) under the Ministry of Industries and Production.
How much subsidy does PAVE give on an electric bike?
PAVE provides Rs 80,000 off the purchase price of an approved electric motorcycle/bike. This subsidy is paid directly to the manufacturer or dealer — the buyer pays only the remaining price. Government employees (BPS 1–16) benefit additionally from a minimum down payment of just Rs 10,000.
How is PAVE different from the CM Punjab E-Bike Scheme?
PAVE is a federal (nationwide) program providing a Rs 80,000 price subsidy on approved bikes, operating through a first-come, first-served queue at pave.gov.pk. The CM Punjab scheme is a provincial program that adds zero-interest installment financing — the government pays the entire bank markup on top of the Rs 20,000 down-payment contribution. They can be complementary but are separate schemes with separate portals and eligibility.
What changed in PAVE Phase 2 (approved May 2026)?
The Economic Coordination Committee approved PAVE Phase 2 on May 5, 2026. The key change: computerized balloting was replaced with a first-come, first-served system. Applications are processed in timestamp order — the earliest valid application in the queue gets priority. There is no fixed closing date; the window closes when the fiscal year quota is exhausted.
Who is eligible for the PAVE program?
Pakistani citizens aged 18–65 with a valid motorcycle driving licence or learner's permit. Priority is given to women, students, widows, and low-income families. Government employees in BPS 1–16 qualify for a special variant with a Rs 10,000 minimum down payment and salary-deduction installments.
Which bikes qualify for the PAVE subsidy?
Only EDB-certified electric motorcycles and bikes on the approved list qualify. You cannot apply the subsidy to a bike not on the list. The approved model list is published on pave.gov.pk and updated periodically as new manufacturers receive EDB certification.
