Parwaaz Card eligibility — who qualifies for the PKR 300,000 loan?
The Parwaaz Card has five core eligibility criteria. You must be a Punjab resident aged 18–35 with a verified overseas job offer through a licensed OEP. Check every criterion before investing time in the application.

Your CNIC must show a Punjab province address
You must be a permanent resident of Punjab. Your National Identity Card (CNIC) must carry a Punjab domicile address. Applicants from Sindh, KPK, Balochistan, AJK and GB are not eligible — the scheme is fully provincial.

The scheme targets youth aged 18–35 years at the time of application. Some secondary sources report the upper limit as 45 for certain categories — verify the current limit at parwaaz.psdf.org.pk at the time of your application, as eligibility terms may be updated.

Verified overseas job offer
Confirmed, written offer letter from a registered overseas employer
You must have an actual, confirmed job offer in hand — not just a verbal promise. The offer letter should include: employer name, job designation, salary, destination country, and contract period. PSDF verifies the offer as part of the application review.

BEOE-licensed Overseas Employment Promoter (OEP)
Your job must be placed through a BEOE-registered OEP
The Bureau of Emigration & Overseas Employment (BEOE) licenses Overseas Employment Promoters. Your job arrangement must go through one of these licensed OEPs — not through an unregistered agent. Unlicensed agents are a major source of overseas employment scams. PSDF's job portal (parwaaz.psdf.org.pk) lists BEOE-verified OEPs and their vacancies.

The scheme targets semi-skilled and unskilled workers who most need financial support for pre-departure expenses. If your salary offer exceeds SAR 5,000/month equivalent, you fall outside the stated target group. This cap may be adjusted over time — check current terms on the official portal.

Priority Categories
Priority groups within eligible applicants
Women
Female applicants from Punjab with verified overseas job offers are given priority processing in line with CM Punjab's gender equity focus.
Skilled tradespeople
Applicants with formal trade certifications (PSDF, TEVTA, NAVTTC) or verified skill assessments are prioritised for faster review.
First-time overseas workers
Youth with no previous overseas employment experience — the primary target of the scheme as experienced workers typically have savings for pre-departure costs.

Eligibility FAQs
Can someone from Sindh, KPK or Balochistan apply for the Parwaaz Card?
No. The Parwaaz Card is a Punjab provincial scheme. Your CNIC must show a Punjab domicile address. Residents of Sindh, KPK, Balochistan, AJK or Gilgit-Baltistan are not eligible. These provinces may have their own overseas employment support programs — check your provincial government or BISP for federal alternatives.
I have a job offer but it is through an unofficial agent, not a registered OEP. Can I apply?
No. The Parwaaz Card requires that your job placement be handled by a BEOE-licensed Overseas Employment Promoter (OEP). Unofficial agents and unregistered channels do not qualify. If your job offer came through an unlicensed agent, the application will be rejected. You can verify OEP registration at the Bureau of Emigration & Overseas Employment (BEOE) official website.
Is there an income test or poverty threshold for the Parwaaz Card?
No means-testing or poverty threshold like Ehsaas/BISP. The Parwaaz Card eligibility is based on: Punjab domicile, age 18–35, verified overseas job offer, BEOE-licensed OEP, and offered salary below SAR 5,000/month equivalent. You do not need to prove financial hardship with a poverty certificate.
My offered salary is SAR 5,500/month. Am I ineligible?
The reported salary cap is SAR 5,000/month (or equivalent in other currencies). If your salary exceeds this threshold, you technically fall outside the stated eligibility. The cap targets semi-skilled and unskilled workers most in need of financial bridging. Higher-salary professionals are expected to fund pre-departure costs from savings or commercial bank loans.
