The Parwaaz Card gives Punjab youth up to PKR 300,000 in interest-free financial support to cover pre-departure costs when going abroad for work. Launched January 2026 by CM Maryam Nawaz, administered by PSDF and Bank of Punjab. Apply at parwaaz.psdf.org.pk.

What is the Parwaaz Card and who runs it?

The Hunarmand Naujawan Parwaaz Card (Programme for Abroad-Going Skilled Youth) is a Punjab provincial scheme launched on January 28, 2026 by Chief Minister Punjab Maryam Nawaz Sharif.

It solves a specific problem: many skilled Pakistani workers secure jobs abroad but cannot afford the PKR 100,000–300,000 in pre-departure expenses (visa, medical, air ticket, OEP fees). The Parwaaz Card bridges this gap with a zero-interest loan repaid from future foreign earnings.

It is administered by the Punjab Skills Development Fund (PSDF) with the Bank of Punjab (BOP) as the financial partner. PSDF and BOP signed an MoU specifically to operationalise this scheme.

On August 29, 2026, the scheme expanded with the launch of its Job Seeker Portal — an online platform connecting Punjab youth with verified overseas vacancies listed by BEOE-registered Overseas Employment Promoters (OEPs).

What the PKR 300,000 loan covers

Visa processing fees

Embassy visa application fee and any government protectorate clearance charge required for overseas employment.

Medical / fitness certificate

The medical examination required for a work visa — must be from an approved panel physician.

Trade test / skill verification

Skill assessment or trade certification required by the destination country or employer.

Air ticket

One-way or return air ticket to the destination country for employment.

OEP placement fees

Charges of the BEOE-licensed Overseas Employment Promoter (OEP) who arranged the job placement.

Miscellaneous emigration costs

Attestation, translation of documents, emigration card, BEOE processing fees and similar travel document costs.

What the loan does NOT cover

Personal expenses abroad, accommodation, non-employment travel, loan to third parties, or any expenses not supported by an official receipt. The 80% disbursement requires documentary proof of each expense.

Submit your application with documents at parwaaz.psdf.org.pk. PSDF reviews the application in 7–10 working days.

20% disbursed immediately

On approval, 20% of the approved loan amount is transferred to your Bank of Punjab account. For a PKR 200,000 loan, this is PKR 40,000.

Pay your pre-departure expenses

Use the advance to pay visa, medical, OEP and other approved costs. Keep all official receipts/invoices.

Upload receipts on the portal

Log back into parwaaz.psdf.org.pk and upload scanned receipts/invoices for each expense paid.

80% disbursed after receipt verification

PSDF verifies receipts. Once cleared, the remaining 80% is released to your account to cover remaining pre-departure costs.

Depart and repay from abroad

Repayment starts after you begin receiving your overseas salary. Installments are arranged through the Bank of Punjab. Total repayment equals the principal only — zero additional charge.

On August 29, 2026, PSDF launched the Job Seeker Portal within the Parwaaz Card platform. This matches Punjab youth directly with verified overseas vacancies listed by BEOE-registered Overseas Employment Promoters.

All vacancies are posted by BEOE-licensed Overseas Employment Promoters — eliminating fake job listings and scam agents that prey on overseas job seekers.

Is the Parwaaz Card loan interest-free?

Yes. The loan is structured as Qarz-e-Hasna — you repay only the principal amount you received, with zero interest or markup. Repayment begins after you start receiving salaries abroad, in installments. This is an Islamic finance model where no additional charge is levied on top of the principal.

What countries does the Parwaaz Card cover?

All BEOE-approved countries are eligible, with Gulf countries being the primary destinations — UAE, Saudi Arabia, Qatar, Oman, Bahrain, Kuwait. Other countries including Kyrgyzstan have also been listed on the Parwaaz job portal. The destination must be a country to which Pakistan's Bureau of Emigration & Overseas Employment formally permits labour export.
