Phase 2 of the CM Punjab E-Bike Scheme lowers the minimum age to 16 and opens applications to students from all public and private institutions. Here is the complete eligibility checklist — check every condition before you apply.

Parent or guardian as guarantor — what you need to know
Who qualifies as guarantor
Only your parent (mother or father) or legal guardian. Siblings, uncles, or other relatives do not qualify.
Guarantor's CNIC must be valid
An expired CNIC is not accepted. If your parent's CNIC is expiring soon, renew it at NADRA before applying.
Mobile number must be in guarantor's name
The contact number you enter on the application form must be a SIM registered in the guarantor's name — not yours, not a friend's.
Guarantor is financially responsible
By signing as guarantor, your parent/guardian becomes legally responsible for the Rs 3,000/month installment if you default.
Income proof may be required
The portal or bank verification stage may ask for guarantor's income proof (salary slip, tax return, or sworn income affidavit).

What is the minimum age for Phase 2 of the Punjab e-bike scheme?
The minimum age for Phase 2 is 16 years at the time of application submission. This is different from Phase 1 which required 18+. Students aged 16 and above from public or private institutions can apply, with a parent or guardian as guarantor.
Do I need a driving licence for Phase 2?
Yes. A valid driving licence, motorcycle learner's permit, or juvenile driving permit is required for Phase 2. Since the minimum age is 16, students who cannot hold a regular licence can use a juvenile driving permit. Get your permit from your nearest traffic police office before applying.
Who can be a guarantor for Phase 2?
Your parent or legal guardian must serve as guarantor. They must have a valid CNIC (Computerised National Identity Card). The mobile number on your application must be registered in the guarantor's name. The guarantor is responsible for the monthly installments if the student defaults.
Can private school or college students apply for Phase 2?
Yes. Phase 2 is open to students from both public (government) and private educational institutions across Punjab. Your institution must be a recognised school, college, or university in Punjab.
Can I apply if I already received a bike in Phase 1?
No. The scheme allows one bike per applicant. If you already received an e-bike under Phase 1 of the CM Punjab scheme or any other government bike scheme, you are not eligible for Phase 2.
