As the Parwaaz Card scheme attracts more applicants, scammers are actively exploiting it. Thousands of Pakistanis lose money every year to fake overseas recruitment agents. This guide shows you exactly how to verify legitimate agents, spot fraud, and report it.

Your First Defence

The 3-second BEOE check — do this before paying anything

Before paying any agent, verify their BEOE licence:

Ask the agent for their BEOE licence number (format: L-XXXX or similar)

Go to beoe.gov.pk → Licensed OEPs section

Search the licence number or company name

If NOT found: stop all dealings immediately. Report to BEOE and FIA.

8 red flags that mean you are being scammed

Critical

⚠ No BEOE licence number provided

Any legitimate OEP can instantly provide their BEOE licence number. If they hesitate, deflect, or say 'we're in the process of getting it' — walk away immediately.

⚠ Asks for cash payment with no receipt

All legitimate OEP fees must be receipted on company letterhead with the OEP's BEOE licence number. Never hand over cash without a formal receipt.

⚠ Job offer arrives before you applied anywhere

Fake recruiters cold-call or WhatsApp unsolicited 'amazing job offers.' Legitimate overseas jobs require an application — they do not find you randomly.

⚠ Asks you to pay to 'activate' the Parwaaz Card

The Parwaaz Card is a Punjab government scheme — there is NO activation fee. Anyone asking for money to activate your card, register your CNIC, or 'process' your application is a scammer.

⚠ Promises visa in days for extra payment

Visa processing times are set by embassies — no agent can speed them up with extra payment. Anyone claiming this is either lying or attempting to get extra money from you.

⚠ Offer letter looks unofficial or altered

Legitimate offer letters are on company letterhead, attested by the Pakistan Embassy. Check: company name is searchable, visa category matches the job, and the embassy attestation stamp is genuine.

⚠ WhatsApp-only communication

Legitimate OEPs have registered offices with physical addresses, landline numbers, and official email addresses. An agent who only communicates on WhatsApp and has no office address is a serious warning sign.

Fake recruiters create artificial urgency — 'only 2 slots left', 'the last visa is tomorrow'. Legitimate recruitment takes time; pressure to pay immediately is a manipulation tactic.

You find a job listing on the official Parwaaz Card job portal (parwazcard.pk or psdf.org.pk)
You contact the BEOE-licensed OEP listed on the posting
The OEP shares their BEOE licence number unprompted — you verify it at beoe.gov.pk
You apply for the position — interview is arranged (in-person or video call)
If selected, a formal offer letter on company letterhead is issued, with embassy attestation
The OEP provides a receipt for any placement fee — on official letterhead with BEOE number
You use the offer letter to apply for the Parwaaz Card through PSDF / Bank of Punjab
Visa is applied for through the embassy — no shortcuts, no 'agents who know people inside'

How to report overseas employment fraud in Pakistan

For financial fraud — file an FIR. Bring all WhatsApp screenshots, payment receipts and any contract documents.

When reporting, keep: screenshots of all communications, receipts for any money paid, phone numbers and addresses of the agent, and any fake documents they provided.

How do I verify that an OEP is BEOE-licensed?

Go to beoe.gov.pk (Bureau of Emigration & Overseas Employment official website) and use the licensed OEP search/lookup tool. Every legitimate Overseas Employment Promoter has a BEOE licence number. You can enter the licence number or the company name to confirm their status. If a recruiter cannot provide a BEOE licence number — or the number does not appear in the BEOE database — do not proceed and do not pay any money.

Is it normal for an OEP to ask for money before getting the visa?

Legitimate OEPs may charge a placement fee, but it must be: (1) disclosed upfront in writing, (2) within BEOE-approved fee limits, and (3) receipted. You should never pay in cash without a receipt. A red flag: being asked to pay more money after you've already paid, or being told the fee is 'unofficial' to speed things up. The Parwaaz Card reimburses OEP fees only for BEOE-licensed OEPs — so unlicensed agent fees are not reimbursable even if you do pay them.

I paid an agent who turned out to be fake. What can I do?

Report to: (1) FIA Cyber Crime Wing — fia.gov.pk or call 1102; (2) BEOE complaint cell — beoe.gov.pk; (3) Punjab Police complaint portal at complaints.punjab.gov.pk. File a written complaint with the OEP's name, address, phone numbers, and all financial transactions with evidence (screenshots, receipts, WhatsApp messages). Also contact PSDF (psdf.org.pk) as they can flag the agent from the Parwaaz Card ecosystem.
